Some Roles have a Right called "Create and Manage Users". This allows users of that Role to do just that, but with with some exceptions.

A user with this Right can create other users and give them:
- Access to the same locations they are in.
- A Role that contain the same or fewer Rights that they have access to, except the "Create and Manage Users" Right.
| Ex: A Store Manager with access to locations (A, B, C) can make a Store Employee with access to A, or a location group that contains (B and C). |
A user with this Right can manage other users that are "subordinate" to them. This means that the other user must:
- be of a Role that contains the same or fewer Rights that they have access to.
- be in the same or fewer locations that the managing User has access to.
| Ex: From the example above, the same Store Manager can access any User that is a Store Employee, if the user is in any combination of locations (A, B, C). This assumes the Admin of the org has not change these Roles from their defaults. |
